Layout Approval in Edo State: The Process, Documents and Timelines (2026)

Selling plots is easy. Selling plots that a buyer can build on is a different job, and the difference is an approved layout.
If you have bought land in Benin City with the intention of dividing it and selling, you have probably heard people talk about “the layout” as something to sort out later. It is not a later item. The layout is the document that makes every plot on your land legitimate, and without it your building permits cannot be issued, no matter how good the individual house designs are.
This guide covers what a layout actually is, who approves it in Edo State, what the Ministry wants on your desk, how long it takes, and how to spot the problems that get files returned.
What a Layout Plan Actually Is
A layout plan is a drawing of your land showing how it is divided. On that drawing you will see:
- the access roads and where they enter the land
- the blocks, and the numbered plots inside each block
- the area left for drainage and for utility lines
- the setbacks and the buildable area on each plot
- any space reserved for public or community facilities
It is drawn on the coordinates of your actual survey, not sketched on paper. That single fact decides whether the file lives or dies: a layout built on unregistered or guessed coordinates is rejected at the first desk it reaches.
Buyers treat the approved layout as proof. A plot that appears on an approved layout, with a number that matches the plot allocation schedule, is a plot they can finance, permit and build on. A plot that exists only in a developer’s brochure is a promise.
Layout Approval Is Not a Building Permit
The two get confused constantly, and the confusion costs people time and money.
A building permit approves one building on one plot. A layout approval approves the arrangement of the whole development: the roads, the blocks, the plots and the open space between them.
The order runs one way. No building permit is issued for a house on a plot that is not part of an approved layout, and no plot exists for building purposes until the layout is approved. If you are building a single house on your own plot, you need the permit. If you are dividing land into many plots and selling them, you need the layout first, then a permit for each plot as buyers build.
Who Approves Layouts in Edo State
Layout approval is administered by the Ministry of Physical Planning and Urban Development, working together with the Development and Building Control Agency, both located on Sapele Road, Benin City. The same office that issues building permits deals with layout submissions, and approved layouts are anchored in EDOGIS alongside the rest of the property record.
The office is where the technical committee sits. The committee reads your layout against the state’s approved planning standards, which cover road widths, plot coverage, setbacks, open space provision and the physical planning character of the area.
The Documents the Ministry Wants
- Layout plan drawn on a registered survey, with plots, blocks, roads, drainage and open space shown
- Registered survey plan of the parent land
- Title documents: Certificate of Occupancy, deed of assignment or allocation letter, as the case applies
- Governor’s Consent where the parent land is being transferred, since consent is what makes the transfer legally complete
- Application form and the assessed planning fees
- Site photographs of the land in its current state
- Engineering drawings for the access roads and drainage, where the development requires them
The document that stalls most files is not on this list at all. It is a title problem. If the parent land is still under a lease, or the seller has not completed the assignment, the layout cannot be approved, no matter how well it is drawn. Fix the title before you design.
The Approval Process Step by Step
Step 1: Pre-submission check
Before anything is filed, the layout is tested against the planning standards: road widths, coverage, setbacks, open space, drainage and access. A layout that fails this check is not submitted, because a returned file costs a resubmission cycle and another fee.
Step 2: Submission
The application, the layout and the supporting documents are lodged at the Ministry and the Development and Building Control Agency offices on Sapele Road, with proof of payment of the assessed fees.
Step 3: Assessment, vetting and inspection
The layout is assessed against the regulations, then vetted to confirm it meets the approved planning standards. A physical site inspection follows, and the inspector checks that the site matches the drawing, the boundaries match the survey, and the access and drainage arrangement is physically workable on the ground.
Step 4: Approval and conditions
On approval, you collect the stamped layout plan and the approval letter. The letter comes with conditions, and these are not decoration. Typical conditions include the construction of the access road and drainage, the provision of setback areas, the reservation of space for public facilities, and the payment of outstanding charges. If you ignore the conditions, individual building permits on the plots will stall later.
Step 5: Capture and permits
The approved layout is captured in EDOGIS, and each plot becomes eligible for its own building permit as buyers come to build.
How Long It Takes and What It Costs
| Stage | Typical duration |
|---|---|
| Design and pre-submission check | 2 to 4 weeks |
| Submission to approval | 4 to 8 weeks |
| Site inspection scheduling | 1 to 2 weeks |
| Total (typical) | 6 to 14 weeks |
If the layout does not exist yet, add the design stage at the front. Once the drawing is submission-ready, a complete file moves through the Ministry in roughly four to eight weeks.
The state’s planning fees are assessed per development and vary with the size of the land, the number of plots and the type of layout. Ask for the assessed figure at pre-submission, because it is part of the file and cannot be skipped. Our own professional fees are separate and fixed: layout design starts at ₦150,000, and layout approval handling starts at ₦250,000, both quoted before work begins. The figures for design and approval cover our team only, not the state’s assessment.
Why Layout Files Come Back
Almost every returned file we see has one of these causes:
- The layout was drawn on an unregistered survey. No coordinates, no approval.
- Too many plots for the land. When coverage and setbacks are pushed, the plan does not survive assessment, even though every individual plot looks generous.
- No proper access road. A layout with no road of adequate width, or with access that runs through a neighbouring’s land, cannot be approved.
- No room for drainage. Space for drainage and utilities is part of the approved standards, and it has to appear on the drawing.
- The title is not complete. A lease, an unassigned plot or a missing Governor’s Consent stops the file before the drawing is even opened.
- Drawings from unregistered hands. Plans produced without registered architects or town planners, or survey coordinates from unlicensed sources, are rejected.
- Mismatch between the layout and the survey. Where the drawn boundaries and the registered survey disagree, the inspector sends the file back.
If You Are Buying Plots Off a Parent Land
Ask for four things before you pay: the approved layout plan, the approval letter with its conditions, the plot allocation schedule that ties each plot number to its area, and confirmation that the plot number you are buying actually appears on the approved plan. Then run a cadastral search on the parent land to confirm the file behind the layout is clean.
If any of those four is missing, you are buying the developer’s optimism rather than an approved plot. Price the difference accordingly.
For Clients Building From Abroad
Most of our layout clients are in the diaspora, and the process works well that way because the drawing and the survey happen in Benin City while the decisions happen in London, Houston or Toronto. You approve layout options on video calls and WhatsApp, you sign digitally, and our team handles the filing, the vetting follow-up and the site inspection. The approved plan and the approval letter are delivered to you digitally and by courier, and every milestone is visible in your client portal.
How VETONGROUP Handles It
We do the whole chain, because the parts break each other. Our licensed surveyors produce or verify the survey, our registered architects and town planners draw the layout on those coordinates, and our team takes the file through pre-submission checking, submission, vetting follow-up, inspection coordination and collection of the approved plan. You get the plot allocation schedule, the conditions list tracked, and the approved documents in your portal.
The honest part matters as much as the technical part. If your title is not ready, we say so before you pay for a design. If the number of plots you want does not fit the land, we tell you the number that will pass. A layout that gets approved is worth more than a layout that looks good on paper.
If you have land in Edo State and want it divided, start with a layout design consultation. If the layout already exists and you need it approved, our layout approval service takes it from review to collection. Either way, the building permit process for each plot comes next, and our building approval guide covers that side in full.
Questions We Hear Every Week
What is a layout plan in Edo State?
A layout plan is the approved arrangement of a piece of land: the streets and access roads, the blocks, the numbered plots, and the space left for drainage, utilities and open space. It is drawn on the coordinates of a registered survey and approved by the Ministry of Physical Planning and Urban Development with the Development and Building Control Agency.
Who approves layouts in Edo State?
The Ministry of Physical Planning and Urban Development, working with the Development and Building Control Agency, both on Sapele Road, Benin City. Property records for approved layouts are anchored in EDOGIS.
How long does layout approval take in Edo State?
Typically 4 to 10 weeks with complete documents, covering assessment, vetting and site inspection. Files come back most often when the layout itself does not meet the approved planning standards, which is the part we check before submission.
What is the difference between layout approval and a building permit?
A building permit approves one building on one plot. Layout approval approves the whole development: the streets, the blocks, the plots and the open space. A permit for an individual house cannot be issued until the layout it sits on is approved.
Can you sell plots before the layout is approved?
You can, and many developers do, but the buyer takes the risk. An unapproved layout means no permit for any plot on it, no building permit, and a sale that a careful buyer or their lawyer will refuse. Get the approval first and the plots become far easier to sell.
Can layout approval be handled while I am abroad?
Yes. Most of our layout approval clients are in the diaspora. You send the survey and title documents digitally, our team handles submission, vetting and inspection in Benin City, and the approved plan comes back to you digitally and by courier.
